Among its many other meanings, Normal is the lowest Power class for Metapsychic power and the starting class for operant metapsychic practitioners in the Galactic Milieu. Once they have demonstrated above average power and precision, they can gain the Adept power class.

Anything below Normal operancy is considered Latent, even if they're powers have a high level of function with external assistance.

Practitioners can quickly advance in power class if they are evaluated to have much higher than average power or proficiency with a metapsychic ability. Otherwise, they will need to train to increase their skill. It is not known how to increase innate power, but it can happen through natural growth or external boosting.
